The Formal English Garden was established by Dubuque native Steve Hardie and his siblings in memory of their parents, Georgette and Frank Hardie. [Frank Hardie served as the first president of the Dubuque Arboretum & Botanical Gardens.] Designed by an English couple, the late Chris and Donna Dumbell, the straight lines and perfectly manicured squares formed by the walkways and plantings are characteristic of English gardens. There is nothing irregular.
